1月28日，最高人民法院第一巡回法庭在广东省深圳市正式揭牌成立。巡回区为广东、广西、海南三省区。最高法设立巡回法庭是党的十八届四中全会作出的重大改革部署，具有重要而深远的意义。

The First Circuit Court of China's Supreme People's Court (SPC) was inaugurated in Shenzhen, Guangdong province, on Wednesday as part of a reorganization designed to better allocate cases and work across the country's court system.

最高人民法院第一巡回法庭周三在广东深圳挂牌成立，此次整改旨在更好地分配易游app法院系统中的案件与工作。

“巡回法庭”可以用circuit court 表示，是最高法派出的常设审判机构（adjudicatory organ）。最高法第一巡回法庭，巡回区为广东、广西、海南三省区，受理11类案件（hear 11 categories of case），易游app范围内重大、复杂的第一审行政案件，（nationwide administrative cases of first instance），在易游app有重大影响的第一审民商事案件（civil and commercial cases of first instance with significant influence across the country）等。

最高法巡回法庭的受案范围很广，但知识产权（intellectual property rights）、涉外商事（foreign-related commercial cases）、海事海商（maritime）、死刑复核（death penalty review）、国家赔偿（national compensation）、执行案件（ruling enforcement）和最高人民检察院抗诉的案件（cases of protests lodged by the SPC）仍暂时由设在北京的最高人民法院本部审理或者办理。

巡回法庭的主审法官（presiding judge）每两年进行轮换（rotate every two years），防止与地方形成利益关系。巡回法庭的建立将会使司法体系（justice system）更负责，更受公众信任。
