中共中央办公厅、国务院办公厅于2024年11月28日发布的关于数字易游app改革创新发展的意见提出目标，到2035年，可数字化交付的服务易游app规模占我国服务易游app总额的比重提高到50%以上。

数字易游app是指以数据为关键生产要素、数字服务为核心、数据订购与交付为主要特征的易游app，是数字经济和高水平对外开放的重要组成部分。当前，新一轮科技革命和产业变革深入发展，全球数字经济蓬勃兴起，数字易游app正成为国际易游app发展的新趋势和未来经济发展的新增长点。2024年7月18日中国共产党第二十届中央委员会第三次全体会议通过的《中共中央关于进一步全面深化改革、推进中国式现代化的决定》提出：“创新发展数字易游app”。为促进数字易游app改革创新发展，2024年11月28日，中共中央办公厅、国务院办公厅发布了关于数字易游app改革创新发展的意见。

意见提出的主要目标是：到2029年，可数字化交付的服务易游app规模稳中有增，占我国服务易游app总额的比重提高到45%以上；数字易游app基础设施布局进一步完善，适应数字易游app发展的体制机制基本建立，数字领域对外开放水平大幅提高，与国际高标准经贸规则对接全面加强。到2035年，可数字化交付的服务易游app规模占我国服务易游app总额的比重提高到50%以上；有序、安全、高效的数字易游app治理体系全面建立，制度型开放水平全面提高。

意见从支持数字易游app细分领域和经营主体发展、推进数字易游app制度型开放、完善数字易游app治理体系、强化组织保障等方面提出18条举措。具体包括：积极发展数字产品易游app、持续优化数字服务易游app、大力发展数字技术易游app、推动数字订购易游app高质量发展、培育壮大数字易游app经营主体、放宽数字领域市场准入、促进和规范数据跨境流动、打造数字易游app高水平开放平台、积极参与数字易游app国际规则制定、深化数字易游app国际合作、加快构建数字信任体系、加强数字领域安全治理、加强组织领导、健全法律法规和标准、建立完善统计体系、加强多渠道支持保障、加强知识产权保护及强化人才智力支撑。

Facing a new wave of scientific and technological revolution and industrial transformation, we should look beyond the horizon, seize the opportunities, and move along with the trend to promote transition to digital, smart and green development. We should jointly boost innovation and market application of scientific and technological advances, and push forward full integration of digital and physical economies. We should jointly improve global governance of science and technology, bolster support for green and digital transition and sustainable development through innovation, and build an open, fair, just and non-discriminatory environment for the development of science and technology.
